That is not anti-government at all. It is convincing you that police brutality is both badass and essential for maintaining a fair and sane society.
This is also why "checks notes" the cops are the literal bad guys of the narrative, and the actual real justice is done by the people (or at least something that passes for them) without resorting to guns.
