Also legendary deathclaws and other legendary enemies in fallout 4 have a higher chance of spawning the higher the difficulty of your game is. Legendaries are much more likely to spawn on very hard than normal.
The spawn rate is really shut if you want more common you might want to look into mods, the YouTuber manyatruenerd is currently playing through with the mod that makes every enemy legendary
