It keeps the idea of the seal but:
Simpler The pelican being in the shape of the fleur-de-lis is more prominent Cooler pelican design The yellow ties in the Spanish influence left on the state
Imo the pelican makes it too complicated for a flag despite it being a really clever design idea in general (I think it’d be more suited for a logo than a flag). Fleur de Lis on the bicolor would be great though.
Isn’t Louisiana more prominent on its French influences? Or at least that’s what it’s known for. I don’t think Spain did much during the 20 smth years it held the Louisiana territory

Indiana could just remove the word “Indiana” from the flag and it’d be fine, nothing groundbreaking but it’s a pretty solid flag honestly, but so many states insist on labeling their flags to make sure you know which one your looking at
Indiana is a cool flag, but I want it to be more distinctive. I want a flag that sets my state apart as opposed to blend in. If I want to blend in I fly an american flag. I want a flag that I can get a patch or button or decal or whatever and people know where I'm from.

Made this one. Star in top left so it is on top regardless of orientation and to represent its place as a state, white tailed deer is Michigan state animal, blue for the Great Lakes, and green for the peninsulas
My suggestion is a flag with three vertical stripes - black (industrial history), green (agriculture), and blue (liberty) with a white keystone in the center to represent the history of Pennsylvania as it generally was geographically

Oklahoma doesn’t actually have a seal; it’s a few Indian symbols overlayed. I’d like it if they got rid of the “Oklahoma” underneath.

South Dakota needs Rushmore on their flag since it’s the only interesting part of their state.
Vermont could go back to the Green Mountain Boys flag or could simply its current flag.

I've never seen a criticism for the state seal + blue background flags that isn't just "it looks bad" or "it violates the subjective rules someone made up that one time"
Most state flags were adopted after the Civil War. The seal on blue design was used to signify that states were a part of the Union and not national governments. Notice how Southern states don't have seal-on-blue designs?
In conclusion, anyone who tries to redesign the seal-on-blue flags is a racist, lost cause Neo-Confederate. Without exception.

For a blue field and seal flag, Vermont's is pretty good. I'd like to see us revert to the flag of the Vermont Republic however.
