Two mutated alleles!
Tl;dr: black and tan + irish blaze type piebald
The first is on the agouti locus, which controls pattern. The six patterns are solid red, sable, wolf grey (the pattern wolves are), saddle, black and tan, and solid black. However, solid black has another and MUCH more common cause, which is the same locus responsible for brindle. Solid black on agouti locus is *very* rare. Your cutie is black and tan, which fun fact is co-dominant with saddle. Instead of one gene out of the two being more dominant and expressing, it mizes to create wider face markings.
The white patch is caused by one of the four alleles on the piebald locus. The four are: no white, irish blaze, patches, and solid white (not albino). Your dog has irish blaze, which is a less random type of piebald commonly seen in collies.
How about puppy pics? Can you comment on a dog that’s not fully grown? Seems like some color morphs “shift” as they grow out of the earliest stages of life.
Some do shift. Saddle, black and tan, and sable all can look like black and tan as puppies. The husky gene that turns agouti patterns more expanded (example: black and tan to the traditional husky pattern) can look like normal black and tan too. But usually by selling age they can be told apart somewhat acurrately.

I'm going to guess dominant red agouti locus (mostly red with a teeny tiny bit of black around the eyes and ears) and dilute at the dilute locus (black > blue/grey). Also irish blaze at piebald locus for the white patch. Do you know both the parents? I wonder how right I was 😅

Tl;dr: brindle + dilute + irish blaze piebald + ticking
Black locus: Determines if a dog is solid black, black stripes on red areas (brindle) or normal. Smush is brindle.
Dilute locus: Pigment can either be dense (black and brown) or dilute (blue/grey and silver). Your doggo is dilute. I love the colour of dilute dog noses hehe.
Piebald locus: I swear every domestic animal comes in piebald... Lol anyway there are three types of piebald in dogs. Irish blaze, patches, and fully white. It's not fully understood which is more dominant and how the interact when one copy of two different piebald types interact. But I'd take a safe guess and say yours is irish blaze.
Ticking locus: There are three genes on this locus. Ticking, roan and neither. Ticking is the spots and roan is the more fuzzy looking version of it. Your dog has two copies of ticking, but could have one copy of ticking and one copy of no ticking if the spotting is very light. Ticking just kinda makes holes in any white areas and shows the colour underneath.

Black locus: Your doggo isn't solid black or brindle, so considered the wildtype.
Agouti locus: Controls the pattern of red and black. Your doggo has black back, also called black and tan or pointed black. Bacially when the part that makes the back of the dog have bands of black and red fails and instead creates all black there. It's recessive to recessive black but dominant to every other agouti mutation.
Merle locus: Random dilution basically. Your dog is co-dominant for merle and non-merle. Full merle would create almost fully white colour.
Dilute locus: Decides the density of pigment, and your dog is dilute so he looks blue or grey :) It's recessive.
Blue = grey
Same thing same gene haha.

Your dog has patches of darker blue and lighter blue on it's body, plus some cute little red markings on the legs/face :)

And lasty the cute white chest. There are four alleles at the piebald locus. No white, irish blaze, patching, and white. Bullies carry both irish blaze and patching and it's not too well known how the genes interact. I'd take a guess and say your boy has two copies of the irish blaze gene.

He’s pure blue, no white markings, how rare is this?
I wouldn't consider it rare from a genetic point of view.
The two mutated alleles he has are the black locus (responsible for created solid black dogs, it is dominant) and dilute locus (responsible for turning black to blue and brown to silver/lilac). Obviously the dog is either missing or only carrying the piebald gene.
However. As a bird breeder, I'll say it's an impressive feat in breeding if it was intentional. To breed out any excess white can be annoyingly tricky. So he's impressive, but not exactly rare.

As for the pattern determined by the agouti locus, he's dominant red. Basically mostly red but a few black-type hairs scattered about.
The cute chest pattern is caused by the most dominant piebalding type: irish blaze piebald.
Interestingly, mammal colour genetics are all very similar to a degree. The same gene that makes spotty dogs makes spotty cows! Just like the agouti colour in wolves and dogs, it is the same in mice, rats, cats, rabbits, and agoutis to name a few!

Red intensity: Red intensity is a spectrum, unlike black intensity, and it can range from the white found in west highland 'white' (they're red) terriers to the deep red found in irish red setters. This is since it's polygenic, many more than just one gene control the intensity. And even though we see yellow and red dogs every day, *your* dog's red intensity is closer to the unmutated wildtype. Wolves have cream to white type red intensity.
The other pictures make me think blue dominant red but this one makes me think pure blue! I'll go with both so u can decide haha.

I wouldn't consider it rare from a genetic point of view. The two mutated alleles he has are the black locus (responsible for created solid black dogs, it is dominant) and dilute locus (responsible for turning black to blue and brown to silver/lilac). Obviously the dog is either missing or only carrying the piebald gene. However. As a bird breeder, I'll say it's an impressive feat in breeding if it was intentional. To breed out any excess white can be annoyingly tricky. So he's impressive, but not exactly rare.

He looks so goofy haha tl;dr: Dominant red + brown(?) + irish blaze type piebald Sorry in advance if I get it wrong, but I believe his nose and darker fur are brown? If so he's got the recessive brown mutation! As for the pattern determined by the agouti locus, he's dominant red. Basically mostly red but a few black-type hairs scattered about. The cute chest pattern is caused by the most dominant piebalding type: irish blaze piebald.

Interestingly, mammal colour genetics are all very similar to a degree. The same gene that makes spotty dogs makes spotty cows! Just like the agouti colour in wolves and dogs, it is the same in mice, rats, cats, rabbits, and agoutis to name a few! This is since it's polygenic, many more than just one gene control the intensity. And even though we see yellow and red dogs every day, *your* dog's red intensity is closer to the unmutated wildtype. Wolves have cream to white type red intensity.
