I'd like to see the source of this because, IMO this might be read as a criticism of Majoritarianism, where cartoonist uses the shock value of this to make a point about majority oppressing minority groups. In that case the point wouldn't be "SA is funny" but "being majority does not give you right to ignore other's fundamental rights". That being said I'm not too hopeful about that being the intention here, yet it is possible.
