Sounds like the dust shield is touching the rotor. Take wheel of and spin, see if you see any marks on the inside rotor or rim. Possibly the brake pads are getting low.

Brake backing plate can be the concern yes. Have you checked your wheel bearings lately?. If your wheel bearing is super pooched. Excessive wbing can cause the disk to rub into the pads and mounting bracket when severe. Rust building up on rotors can make it sound like it's the backing plates fault but it's not. Uuuummm blanking on more.

It’s a senior citizen now, so, out of breath, and what you are hearing is labored breathing. JK. Most likely a dust shield rubbing against a rotor.
