Yes because you're not actually cooking it. The heat of the boiling water causes a different chemical reaction than just soaking pasta in water. Your noodles will pretty much just turn to mush doing it this way.

Well I've just thrown away a whole tub of penne pasta I put away this way yesterday. It wasn't mush but it was white and slimy and it didn't microwave very well.
