Come back off the beach one set of suburbs and look at Highett, Cheltenham, Moorabbin. Excellent public transport, to both city and south yarra, westfield southland, lots of pockets of strip shops and restaurants, and less than 10 minute drive to the beach.
You can definitely buy in at that price, especially if you're open to a reno. Lots of old school homes on the 545+ blocks go up as the boomers downsize.

You probably won’t get into Bayside with under $2m to be honest (unless it’s Highett but even that’s gone crazy expensive); you’re looking at Kingston or maybe something tiny in Glen Eira with no car space. I think the stretch from bentleigh to mordialloc would fit your budget. Not sure if they are considered inner suburbs though
