I'm not saying it's fair at all, just recognising it'll be a hell of a complaint process to go through to *maybe* have an end result where you just get to keep your original job and duties. If you know your boss won't promote you and you have this negative experience working with them, I'm not sure why you'd want to stay working for them. I'd hate knowing there is no promotion possibility and that my manager would rather a new hire over me. Fastest way to resolve a negative working situation or progress in the public service is a sideways move. If you'd rather sit there and watch this situation play out then go for it. If you're looking for advice on a specific complaint process to raise instead of career advice, maybe specify that in your post.

Fixed term for 3 years? BA doing accounts payable? Are you a technical BA or a business process one? This sounds like a bit of a shitshow and I'd be looking for another role - don't burn your bridges but use JSE and Vic gov intranet, look for secondment opportunities and new roles.

I’m a permanent Business Analyst at VPS4. They advertised a vps5 fixed term 3 years position and they used my duties for the vps5. I am now left with doing accounts payable type work and chasing up invoices and any at hoc transactional duties. Good idea, thank you. ☺️

I didn’t apply because it’s a fixed term and there was no indication that it would be all of my duties.

Your manager may have been told "no, you can't tap your 4 on their shoulder and tell them to apply, that looks like favouritism." They told you that they had a position in the team, yes? That was the cue to apply for it. As a 4, you're expected to apply for short term 5 roles, and secondments to broaden your experience.

No I didn’t apply because it was advertised as a fixed term for 3 years. I’m not sure as to whether it then can be ongoing, but I didn’t expect the duties to be taken away from my VPS4 and given to the newly appointed VPS5.

Public or Private, you don’t need to wait for someone to invite you to apply for internal positions as long as you meet the policies for internal hiring (e.g being in your current role for at least a year etc)

Fixed term for 3 yrs at a VPS5 would have been good, getting paid at that grade doing the same work that I did in my VPS4 level. I could have had a better opportunity to apply for other permanent VPS5 jobs that would be advertised within the 3 years and maybe better chance to apply for VPS6 at the end of the fixed term role. Now, I have no development and no opportunities for advancement to a higher grade. The newly appointed VPS5 has a better chance than me to get a permanent VPS5 in the department over me as my duties now have been given to them and I’m left with chasing up invoices and adhoc transactional duties that are really a VpS 2/3 level.

There was no opportunity for that. It was a straight out newly created vps5 fixed term for 3 years
