You can't walk around on 6th street with glass bottles. When an officer attempts to confiscate it and detain you, you do not have the option of just walking away from them. When you are being arrested for the above behaviors, you must comply with the arrest. Considering the other options are tasers, mace, batons, etc, I think I few hits to get compliance is reasonable. The guy wasn't just beating the shit out of him.
You also can't interfere with an arrest the way the second guy did.

Resisting arrest. Something something stupid prizes
From what I can see. He wouldn't put his hand behind his back. They punched him in the arm to get him to comply. He wasn't a small dude.
Difficult situation. I doubt any charges would be filed against the police.
