If it's new, that loop is going to be stiff. You just need to stretch it a little to get it over the hook holding it on.
Get something that isn't sharp, and wiggle it around inside the loop to loosen it.
You just need to get that hook over the webbing and it will come off easily enough.
I wouldn't cut it off, as you will need it later.

Just hold the loop with one hand, and twist and pull the bladder with your other hand. 60% of the time, it works every time.
