It was most likely done to "soften" the censors so they could get the designs that was actually used in the show. I'm pretty sure I heard in an interview of the creators that they drew them overly sexy so that Nickelodeon would be more accepting of normal swimsuits teenagers would realistically wear to the beach. Like, doing it to an excessive point, knowing they'd say no, because if they showed them what they actually wanted, they'd make them cover them up more than what we got.
I don't see the problem, but then again, I haven't seen what his first attempts were (what we saw in the ep looked fine to me) so I'm going to side with Nick on this. Rare for them to have standards. With the Nick track record, they'd probably have to have been VERY suggestive, right?

Before everyone starts yelling that they're kids, keep in mind that there are scenes in season 1 with Aang in nothing but his bear underwater. Sokka too. I thought their swim suits are just fine the way they are. It's not like they were 12 and needed a tube top and shorts like Toph was wearing.

Why? In our culture nudity and sexualisation are strongly associated with eachother. Everything in art is a concious choice, so there's a point at which we'd say: "Yeah, that's too sexual to be applied to children." right? I don't think the redrawn versions went that far considering that they're meant to be around 14 years old.
