First and foremost, some matters of safety — I would recommend against playing *in* the water directly if she is going to experience any restriction of mobility. If you’re planning on a bathing suit/nude tie, bring something to warm up after or during.
As far as not getting in trouble goes, FL (both Florida and FetLife) might be your best bet for finding someone with either private or restricted beach access. You have the right mindset in highlighting risk first!
There’s a beach shibari event that was specifically focused on photography in Florida that was active last year — I’ll look for the name.
oh ya no, water exposure would be limited to tidal pools if that because drowning is a risk. Bathing suit is the plan but if it's a nude beach then that isn't off the table. I also have the plan to have multiple people there that are certified in water safety/diving. I do believe in PRICK and have multiple plans for safety. (I didn't think to list those but some people are stupid. I get it.)
