You really need to give more information about where you are in your campaign and what's going on for you. Did you free Shart on the nautiloid? If not then she might be banging on the door to the ancient crypt, which is easy enough to miss. If not she will usually find you (if you force the cutscene outside the goblin camp she will show up to protect you even if you're not with her) because she's got the prism and it's necessary for the story.
I resolved it by restarting entirely but I was fresh out the nautoloid and woke up she wasn't laying unconscious on the beach even tho I freed her and she wasn't further down the beach either so I thought weird and I went to the grove looked around couldn't find her so I was like fuck I'm doing this whole playthrough to romance her so I'm gonna restart so I do wake up on the beach and she's right there this time I guess it was a major bug
The game is in the most stable state it's been in since release as far as bugs go, and theres like 5 different spots you can find Shadowheart based on how you play the tutorial and act one. Also very unlikely to be a bug that you can't find her.

If you've already been to camp she'll be at the grove, if you didn't free her I believe she's further up the beach at the door to the ruins
She will also show up on the bridge to the goblin camp
