You get licensed for the state you test in. Each state requires x number of hours. If your school's program gives the same amount of hours your state requires for testing, you should be fine. If it's less, you won't be allowed to test until you get the additional hours. If it's more you'll be able to test but now you've spent money on hours you don't need. Also you have to be sure that the barber program you're taking prepares you to pass everything your testing state requires. Some states teach straight razor shaves, some don't. Everyone is different. Google, your State Board of Barber Examiners, and your school's program directors are your friends. Oh yeah, and then there's that thing with reciprocity, too

From what I read about Illinois, you'd have to have 3 years of licensed employment in the state you got your license from to be able to apply for it. Not sure what your situation is, but getting your license in Illinois would be far easier than what you're planning. Edit: I believe what they mean by "home state" is where you got your original license from.

I went to school in Indiana, and we had numerous students from So IL and No KY - as long as your hours match (1500 I believe for all 3 states) from your education in Missouri, you would take the Missouri test then have to apply for an Illinois license. As long as your hours and requirements are the same from mo/il it shouldn't be an issue - but you can always call the Illinois state board at 888-473-4858 and verify. And chances are this isn't a first for your school, they should also be able to walk you through the process.
