I swear to god I saw a raven do this to an eagle. I thought at the time it was to make the eagle drop its prey, but maybe it was just to have fun and be a dick? The eagle just turned its head once and the raven fucked right off.
They often do it to annoy a predator enough to make it leave its food behind so they can have it, so that was probably what happened when you were watching. But plenty of other times people have seen them doing it when there’s no clear benefit, so as far as we can tell it’s also just fun for them
