This was during the home run derby that happens a day before the actual all-star game. For those unfamiliar with baseball, the home run derby has players facing off to see who can hit the most home runs within a set amount of time. So if you're lucky and catch a home run ball, you can keep it as a souvenir and some home run balls fall into places where people can't reach. Hence why this guy probably came in prepared with his gadget.
