Some woodworkers place a foam board on their workbench when using a track saw so the blade can cut through the piece without cutting the workbench top.
Could that be what you’ve seen?
Just a disposable 1” piece of 4’x8’ ridgid insulation board so the plywood is fully supported and so you don’t cut into your bench top. I use (reuse) this or some scrap 2x4’s.
Foam toppings on workbenches? I’m not sure I’ve seen that before to be honest. Foam or carpet tops on assembly tables is nice, especially if you work with big items like cabinets where it will protect the corners of the boxes from crunching. But the only time I’ve seen people put something on top of their workbenches (besides finishes) are melamine sheets

Big box hardware stores. “Ridgid foam sheets”, used for insulation.
I think you're talking about the insulation foam they use to cut on. It's just pink sulation foam you get fromt he big box store
I have a piece of rigid foam insulation I put on top of mine when I’m cutting on it … is that what you mean?
