It looks like you used a low grit sandpaper. Don't worry, that's not a big deal! You can get it smooth again by polishing it with higher grits. Like use 600, then 800, then 1000. These grits are kind of hard to find if you're not looking in the right place--you want to look at automotive (car) stuff! Those grits are more used for car detailing than woodwork, so they're in different places. If they aren't at your local home repair store try looking at car repair stores.

would like to add on to this that you can also find lots of tools for doll customization at the same hobby shops where they carry gundam supplies! i get my MSC and sanding sponges there.

When you spray the doll face plate with clear coat the chalky look of it will go away. 😁👍

I would suggest taking her head apart to do any face work so you don’t damage the eyes or hair in the process. I haven’t worked on a doll with a Skin tone that dark before, but you probably need a much finer sandpaper as others have said. I use 1000 and 1200 from my local hardware store. I also use nail smoothing and buffing padded squares (Temu or aliexpress to 30 packs) to buff out the surface after my sanding and shaping. All the best
