Or a progressing shield instead. For example, the attack's 10% charged but you will gain no shield. The attack's 50% charged and you will gain a 10% shield. At 100% you will gain a 15% or 20% shield. That's one of the best buffs Hank could recieve in his whole history as a brawler.
Remember, tanks should be able to take big quantities of damage and should be a great zone control in many open maps. Hank lacks open map zone control but with this SP could make him either decent or even META.
This SP's could be one of the best in BS's history for a brawler so low in the meta. It's just my idea though so I don't know if you'd liked it.
Hank does NOT have to get up close if he doesn’t need to and his attacks reach much further behind walls. Jacky is literally always on top of you, and her super isn’t a death blow it’s just something that facilitates it so even after activating it you need something to help you survive.
Hanks balance comes from not being able to heal even if not actively dishing damage. You give him 25% more effective health and he’ll have to fall back literacy one fourth of the times less, which paired up with the rest of the stuff in post is insane
That doesn't help your case. The closer a brawler gets to their opponents the more they benefit from a shield. A shield on Dyna for example would be terrible.

Dude you said Jacky’s “bad” star power is a shield of 20%, to diminish my opinion that 25% in Hank would be too strong, and I told you that different bralwers have different values for each mechanic. In Jacky’s case it is a necessary feature, therefore balanced, in Hank’s case, it does not nothing but exponentially upgrade him to be more agro 25% more of the times, which in his case is not something balanced due to his gameplay and ONLY a redundant shield to put him at the top of the meta since everyone would also just start being agro
On release Hank was freaking game breaking: he could heal while charging bubbles, he couldn’t be seen in the bushes when charging his bubble, his star power had a bigger mov speed buff and because of a bug his damage scaling was beyond broken, permitting him to oneshot tanks with just a couple of powercubes, and could deal like 8000+ damage with Ruffs’ and 8 bit’s buffs
For those who are new to the game (after the 5%->10% stat buff), he could essentially one-shot any brawler (including frank) with a charged bubble+8-bit's turret.
As the others have pointed out, you cooked good, just added too much seasoning.
These ideas are really good, they are. They just desperately need balancing.

1. 1st Gadget is broken
2. New SP + Super + Mythic Gear makes him invincible
3. Both above points allow him to hit more charged bubbles as a skilled Hank
Mainly claw, so if you already have a charged bubble on an enemy and use the gadget it's a guarenteed stun
You could stun someone and immediately stack a Super on them, or use it to get away
Also in 3V3 a 1 second stun could be really good
Ik the slow gadget area is big, but imo it wouldn’t help much. If speed when the balloon is fully charged, is base kit, he will catch up to ppl pretty easily, especially with the 10% water speed. The other gadget is just op as hell tho. He can just wait with super until he stuns someone, then walk up to them and deal 12k dmg or whatever the dmg is when all torpedos hit💀
Hank can reach 5 tiles bro. If the player is in the slow area, hank can already hit him, what is the slow for if not catching up? Ult? Use the other gadget he mentioned instead
Tbh we really do have good community, from new brawler idea, to rebalance / rework.. BS should take some of this idea (especially new brawler / rebalance or rework), and give some gems / money as appreciation token :)
Too broken, don’t make the first star power part of his kit. I think that making is mov speed fast and nerfing his damage would be a great balance. Add the tank trait, or else buff his supercharge rate. His epic and mythic gear ideas are cool, as well as the water trait (I’d remove the mov speed buff on water though). In data:
Mov Speed: Normal -> Fast,
Damage: 4200 -> 3400 or 2100 -> 1700 for lvl 1,
Super charge Rate: 4 full hits -> 3 full hits or else add Tank Trait,
Hank can now move in water
Epic Gear and Mythic gear same as yours
Nah, if he gets healed maximum 1000 HP it’d be better. Also, I don’t think it would be possible to time the stuns according to the size of the bubble so let’s make that stun time an exact number of 0.5 seconds. Other than that, it’s pretty fine.

Maybe you can have a look of my approach
1. Make his bubble pop directly to his facing after being stunned/ knockbacked
2. Nerf Bubble Damage to 3600, the time to charge up max bubble buff to 2.5 seconds, the time to hold max bubble nerf to 2.5 seconds
3. Supercharge rate buff from 3 Max bubbles to 2.5 Max bubbles
4. Change the 1st Gadget into the next bubble will pop at max size after 5 whole seconds
5. Change the 2nd SP into when Hank has the torpedoes ready, he take 20% less damage
6. Change 2nd Gadget by the next damage Hank takes will not exceed 1620 (15% of Max HP), and he shoots out torpedoes upon being hit
7. Buff speed of 1st SP to 12%
8. Torpedoes Damage buff to 1400
I suppose this will be much less changes to his base kit, yet he's still B~C tier

I think Orr's Cure, aside of being broken, doesn't offer a very different use from the other Star Power. The Noise Bomb Gadget is weaker than the Water Balloons Gadget, and the You Can't Run Away! Gadger is just Darryl's Gadget.
I don't like the idea of the water trait, I would say just give him the Tank trait, which would Greatly benefit him, Because charging his super is an absolute nightmare
Great concept, just the star power healing is a bit too OP. It would be better if it is 10% healing per enemy and a max of 30% healing with 3 people being hit in 3v3 game modes. That would make it less game breaking since the radius is quite good. Otherwise, everything else seems perfect to make Hank more balanced. Btw I think you forgot one thing. Change hank's mastery title from 'Lil' Tenant' to 'Is Prawn Ready.' ;)
Hank requires much less skill than frank. You have to be a genius to properly use the frank super without interruption, Hank is much more simplistic and has a super that can stop assassins and heal himself. The only real thing bad with Hank is his star powers and gadgets but it doesn’t stop from him from being good in matches

25 shield charging attack? Both these star powers and gadgets are beyond broken
Maybe a 15% shield after 75% of the bubble is charged. That might be a bit better. The gadgets still seem fine.

The slow is for defense, if an Edgar jumps on you you can press the slow gadget and get away
