I would leave Cold war out because it's kind of a spin off with not much impact on the storyline, but yeah, a movie or maybe 2 movies that cover the events from WaW to BO2 would be absolutely amazing.
World at War? Just watch The Pacific and Enemy at the Gates. World at War literally stole numerous sequences from Enemy at the Gates alone. Pacific just captures the same gloomy atmosphere for the Pacific theater. Letters from Iwo Jima would be another recommendation I suppose.
You should see some of the older cod games before world at war. Finest hours first mission is litterally 1:1 the enemy at the gates movie from the boat ride to charging the machine guns.

I absolutely adore finest hour and all the other cod games. Hell, I have Trenches from United Offensive in my top 5 cod missions list but you know it would not be bad to see these missions and movie scenes put into one game

The classic MW trilogy could make for great war movies with either the original characters or the new ones in that storyline.
I have no faith in current IW, however, to handle the MW storyline given MWII and the direction MWIII seems to be headed in. MW 2019 was solid but they seemingly abandoned the grounded, more realistic aspects of it.
BO1 is still imo the best cod overall. Multiplayer was awesome, zombies was peak and the campaign is without a doubt the best campaign I’ve ever played in a FPS game.
Black ops 1 is the correct answer. Campaign already feels like a great movie with an amazing plot. I know that people are also recommending zombies, but I don’t think it’ll adapt well and end up as some generic zombie movie. Being part of the zombies community, what made zombies so huge in popularity was its hidden lore and us having to investigate hidden details/easter eggs to put everything together. Sometimes we were right, sometime we were off, but the mysteriousness made it fun; you can’t experience that in a movie.
If any movie had to be created based on Call of Duty, the money to be made is all about adapting the Modern Warfare series with Price, Soap, Gaz, Ghost, and more. They're the most familiar and will most likely sell the most tickets.
If we were going for a film that resembles real war, I would pick WaW. It could easily display the horrors of WWII. But for an action movie, BO1 or BO2
The only ones that would work as a single movie would be self-contained stories. Therefore, I'd make Black Ops 1. It needs no sequel, no prequel, Reznov can be introduced with a brief sequence (of his WW2 story and past with Dragovich, Steiner, and Kravchenko)... it works in every level.

I do not think it would work as a movie, as a show maybe, but even then I think my issue is the plot twist works because you are experiencing it from a first person POV, would be hard to implement it. And I think that goes for most of the great games in this franchise save CoD4 and WaW, but even then WaW would not be the same if you were not the one making the brutal acts of war and people would just be adamant of Dmitri in a movie/show. So the safest pick might be CoD4 which is not that great of a story compared to the others
Start off with a World War 2 movie (or a couple). Then Black Ops (BO1, Cold War) then somehow try and make it lead towards a zombie film or set of films.
As much as Blops 3 and 4 were falls from grace in ways, the thing that made cold war worse for me was that they recast everyone. No Sam Worthington, Gary Oldman, Michael Keaton, not even the original woods. (I know Keaton wasnt Hudson in OG blops but still.)
