How would you use Wi-Fi if you’re in your car and how would using Wi-Fi, if there were Wi-Fi hotspots nearby, run up the bill? Are you talking about cellular data? If yes, then it depends on the amount of data you have available in the cellular data plan for the iPad.

Well, if you had a head unit with built-in CarPlay you would be using your iPhones cellular data while using CarPlay. I guess you’re going to be using cellular data either way.
So what you’re attempting to add a touchscreen to your existing radio?
There were companies making custom iPad mounts but since CarPlay became popular those projects pretty much all went to the wayside. You’d be much happier just biting the bullet and installing a CarPlay supported head unit. A halfway decent one is similar in price to a new iPad and it’ll work much better for what you seem to want
That was how I felt but went a different direction since my infotainment system had air con and other controls tied to the screen. Genesis upgraded the cars with the cheaper head unit/sound systems and didn’t in the more expensive, really ticked me off since mine had the 10 inch screen , nearly a terabyte hard drive and like a 21 speaker system with dvd and surround sound I think it was
There are cd mounts out there just have to dig on Amazon, what I did in my Miata was use double sided Velcro mainly so it would hug the dash/radio area and not stick out so much like it did with the cd mount.
To make your decision easier: only the cellular iPad models have GPS chips included, so you might want to consider that if you want to use it for navigation.
But it has nothing to do with Apple car play, so you might want to check other subs. Better than an iPad mounted in the car would be an android head unit imo, they are available in form factors of your car model and they run the apps you also would have on a normal android device, not some cut down stuff like over CarPlay.
You can get an IPad with a SIM card and it uses your data plan to get Internet. That data is used against your total allotment unless you have truly unlimited data

Some cars can have WiFi in them. My 2018 Camaro had it. But you gotta pay for it monthly

The Carpuride portables have a CD mounting bracket. Around 10 bucks extra

Or use your phone as a hotspot. Can’t data pool but you’re not paying 20 bucks a month for it
