I remember an American standup comedian doing a UK show and showing this “national speed limit applies” sign and saying that not only did he have no idea what it meant, but that that no one around him was doing the actual speeds it was supposed to be…very confusing

it's kinda strange cos most signs are self explanatory, but this one sort of means "top speed"

and this is really the truth of it, in the UK there will be signs telling of speeding restrictions
a circle with 40 or 30, telling you to go at those speeds
and then when that zone ends there isn't ever a round sign that says 60 or 70
all you get is this 'slash' sign that basically says "speed limiting is over, now you can go as fast as you are are allowed!"

Or lower for certain vehicles like heavy ones or if you’re towing a trailer etc. Hence using this instead of trying to put three or four different limit signs up with pictures next to them showing which vehicles can go which speeds.
A few years ago I had to do a speed awareness course and was the only one who drove a work vehicle (transit type van) as well as my personal car. Once the instructor clocked on to that I got grilled with every speed limit for van questions. Safe to say at the time I didn't know there was a difference. And to be fair most transit van drivers I've spoke to aren't aware the national speed limit on a dual carriageway is 60

There's a stretch of the A55 on the way to my mums in North Wales which actually has a '70' speed limit sign instead of the usual national speed limit sign and it always blows my mind. I don't think I've ever seen it anywhere else in the UK. I don't know if it's just a Welsh thing or what
That’s because there are sections of the A55 notably around Colwyn Bay that just drop to 50 without warning and you’ll get a hefty fine if you break that limit. The 70 is there to remind you that, for that small sweet section, you really are allowed to drive 70mph. It’s a celebration, albeit a pretty shit one.

It's a removal of restriction sign, looks that way as that's what we used on the railway the prior 100yrs. Have a look at a semaphore signal and it finally makes sense.

Just FYI - you might have just got the terminology wrong.
The type of carriageway determines the speed limit, not the amount of lanes.
Single carriageway - Road which has no central reservation to seperate the carriageways is 60 (for cars) regardless of how many lanes there are.
Dual carriageway - Road which has a central reservation to seperate the carriageways is 70 (for cars) regardless of how many lanes there are.
You can have a single lane dual carriageway and it would be 70. And you could have a 4 lane single carriageway and it would still only be 60.
My husband did a speed awareness course (naughty naughty) and he liked their way of telling the difference - if you rolled a tennis ball from one side of the road and it would go all the way across, it's single carriageway, and if it would stop or hit something in the middle it's a dual carriageway. No idea why saying "central reservation" is so complicated, or why it needed to be a tennis ball.
