I'm a huge fan of Moor so have been lucky enough to hear everything he's released. Sadly, this isn't him (unless there's more unreleased songs floating around, that would be cool!)
The drums, general mixing style and progression however are very typical 1997-on M.I.K.E. He's got loads of music under 55 aliases according to Discogs, so I'll check out whatever I can find of his later and post here if I stumble upon it.

I just went through all 5 Trance Europe Express mixes, they didn’t contain every song but tbh I really can’t see this one being part of any of them. Those mixes are just different. Not stuff like this, much more of that early 90s acid sound and techno / tech influence
Sadly I had a second cassette with trance as well but got destroyed. It had contained songs like Yoji Biomehanika - Ding-a-Ling (Dj Scot Project Remix) Dave Joy - First Impression (S.H.O.K.K. Mix). The sound was more muffled than on this tape and no one program couldn't recognize more songs

I’d think this is pre-2000s. By 2001 this dream-trance sound was well on it’s way out. Definitely has a BT type sound to it.
There just is something about old club mix tapes and the crappier the quality the more it feels like you where there! Man I miss those days

Sounds like a super chilled mix of Love -X - Express. But I think I'm wrong. It definitely has a M.I.K.E feel to it.
