With how cheap a new one is, I wouldn't bother. I am all for reduced, reuse, repair, but the potential cost of causing issues from this thing in your mouth is just not worth messing with.
plus, the gasket at the top appears to be broken, i'm willing to bet that it's going to die by water damage soon enough anyway
That's nasty. You would be ok putting that in your mouth even after cleaning it? Go buy another or a $1 toothbrush if money is tight.
