There is way more veterans than new players, so instead of matching you against veterans the game matches you vs bots.
Solution: play game modes that cant have bots - ranked, events, free battles.
NA does struggle for players and not just in CB. Maybe there is legit not enough players overall, maybe there is not enough players for your bracket. 800 is not that high, from what i've seen NA players that stay are usually very long term.
You can just play ranked, it has no bots guaranteed, it will just match you with EU - i see NA players all the time as a minority in my matches. The new schedule has ranked every day in the evening.

I had numerous games yesterday.
The difference is now they have taken away the server names and given bots artillery and improved the AI to make them less obvious, but they are still there.

devs introduced new match making system that separate players into their level range, so the less people in your level range, the more likely it is that you will get bot lobbies. Honestly, it's not much a problem tho, you can still play against other players in twar and rank, leaving siege as a semi-pve mode so people could farm for seasonal quests.
If you are returning player or your lvl is less than 200 you play with bots
Im not a returning player and am level 3700 and I see bots all the time these days. Game is dying.

I recommend queuing up in group with a level 200+. At that point you really shouldn't get bots.
I did and I got smoked and so did my troops.

It depends on your level. Even then you’ll sometimes get a few other players.

The main part of the game is siege battles. TW is a few hours a week. If the main part of the game becomes pointless then it all dies sadly.
