It shows a bit more competent players and numbers.
Lots of fiefs are locked by house levels being so low at start of season again,
So it shows what houses are out and actually taking / holding more important fiefs than just some villages.
I play on the frontier server (Dragonrise Island) and am in a house where almost everyone speaks english. The house is called Dawn and we do TW and all that good stuff. If you wanted to join, we'd be happy to have you

Global seems to be mostly non English in frontier. Discord was unresponsive. Not sure if this is a specific channel within it
