New rule!!
Started April 8th, 2024, it's required to have Costco membership to order something from the food court.
The change is part of Costco's efforts to ensure that the benefits and pricing of their services are exclusive to members only.
Some in Florida. Ours is outside, but it’s mostly kiosk ordering and you need to scan your membership to order.

Altamonte Springs Costco food court is outside and all ordering or at least most ordering is done via a kiosk which makes you scan your membership.
I get why some folks are a bit upset, it is outside, not in the store, as such it seems open to the general public and for years and years, they were happy to sell to the general public (or at least didn't check).
I was buying a slice of pizza (I am member) and two cops pulled up to grab a slice.
Neither was a member and both were surprised that they now needed to be members to buy food now.
Another member scanned their membership for them and they got their slices. They happened to sit next to me and we chatted for a minute, they have been buying slices there since the Costco opened and neither was ever a member.
One of the cops said he was going to talk to his wife about joining as they don't like BJs which his wife gets for free through her employer.
Makes sense. Why should someone not paying a relatively cheap membership fee get the benefits of a subsidized hot dog and soda? The prices have remain unchanged since the mid 80s.
Given that their food court is a loss leader for them… I’m shocked this wasn’t already a rule. I bet it’s barely enforced. But they realized probably after hundreds of orders that this lady wasn’t a member and cut her off.
I used to work 1 minute from a Costco. Cheapest and best lunches I’ve ever had. And it never gets old honestly.

So, after OP and this person stated the person is a female, I figured I’d ask.
It’s part of their system now — you have to scan your membership card before ordering. The ones near me have completely done away with taking orders at the windows too. Because you order off a computer, you’re forced to scan your membership card to proceed with placing and paying for the order. You just walk up to the window to show them your receipt and they hand you the food.
I don’t know if their registers are now programmed like that too so the employees couldn’t bypass it even if they wanted to. If this dude asked politely, I’m sure someone in line would’ve let him use their card. But being a douche and making a scene usually doesn’t give people the warm and fuzzies about helping you out.
The amount of labor it takes to check the member IDs at food court was probably more than the amount of money they were losing selling to non-members.
Now that food courts use self-checkout it's easy for corporate to flip a switch and make the member scan their own card.
All these people talking about “loss leaders”, as if Costco doesn’t know how to squeeze profits from a hot dog. It’s hilarious really. Of course they make profit - $1.5 for a hot dog? that’s pretty much all profit.
It's not optional anymore. The registers are now the same as the ones inside the store. It won't even be able to start a transaction without a membership card being scanned first. We've had them for a few years. It was kind of rough when we first rolled it out, but now it's just the way it is. It's rare to have someone get really upset about it.
I mean, sure I'd buy a dude a hotdog and soda if they asked, but not after going nuts. Those food court workers bust their butts, and deserver courtesy and respect not abuse.

I'd imagine a lot of Costco warehouses aren't in places people will go to *just* for lunch. They're not worried about a few people coming in, but other locations may have a real problem.
The issaquah location and a few around it have started using card scanners at the entrance too. When I was younger and didn’t have a car I would pretend to be people kid and walk in behind them to get food. Can’t do that anymore I guess.

I’m currently in Colorado, it’s just a counter, you order from the kiosk then wait around the counter while they call out ticket numbers and set out food. It’s kind of like a food place in a stadium except nobody is in line bc they’ve all ordered from the self serve machines and you just jump forward when your number is called.

In California (not sure about other areas), we have many food courts that are outside. The lines were always huge. Now a membership is required, it really cuts down the crowds. Still busy but nowhere what it was prior to the rule.
I'm glad that they started enforcing the membership requirement to order food. My go-to Costco food court was so busy that I didn't even bother, but once they started asking people to scan their card at the exit to get into the food court, it stopped a lot of people without memberships from entering.

At the Costcos near me in OC, CA you have to scan your membership and order off of a kiosk then take your receipt to the counter after standing in line. I always see people upset after waiting in the long line just to find out they had to go through the kiosk first. There is a window at the end though for the members that only have cash and can't pay with card on the kiosk.

You needed a membership at the Hawaii locations for at least a few years now. The other ones I’ve been to in the USA haven’t had to scan membership though.

My Costcos food court in Estero is inside and I was just there last week. The kiosk didn’t ask for my membership. Maybe it’s a slow rollout.

In Mexico the food court tablets require you to scan your membership before you can order. They should just make that change in the US

You needed a membership at the Hawaii locations for at least a few years now. The other ones I’ve been to in the USA haven’t had to scan membership though.
