However, these are cultural phenomena we're talking about, not physical objects that can be physically taken. So, for example, let's say I cook some paella. Who am I supposed to ask permission from? Spain? There isn't really anyone I can ask at all. This is why the term is meant to be usued neutrally in a cultural context.
The Redskins are a harmful example, of course, because they portray Native Americans using largely inaccurate charicatures and are named after a slur (in other words, it's racist af). But there are perfectly acceptable instances of appropriation, which people typically call "cultural appreciation." Like my paella example, which is technically still considered appropriation.
The way I was taught the term (had to study it for a bit in high school), appropriation was specifically when it's harmful/racist. There were other terms people used to describe situations such as your paella example, but the only one I can remember (it's been a few years) was cultural appreciation.
