If I read your initial comment correctly, you were under the impression that 9mm is insufficient for a charging bull, which I would agree with.
It's about caliber and shot placement, the larger the caliber, the less precise your shot placement has to be to sufficiently disrupt biological systems and processes in an acceptable time window. A charging bull getting mag dumped by a beat cop who's not acclimated to working under stress with his duty gun is likely not going to be able to hit the vital zones to stop it dead in it's tracks. With enough rounds and time, the animal will bleed out, but if it's within charging distance and you've got nowhere to go, and you've only got 17 or so rounds of 9mm, you have to hit the central nervous system and "flip the light switch." Which from your story, doesn't sound like that was quite the case.
even a pro with all the time in the world could have difficulty - I've seen pro hunters line up the perfect shot with a high-caliber rifle and just miss the heart, and even with 2 shots in the lungs the animal runs a couple miles before slowing down. Adrenaline is crazy! you're right, without hitting the brain or spine, that thing ain't stopping in a short distance
