If the plane has the status of boat when it's on the water I think not. It came from the right and both are motor driven vessels with the same nautical status which gives the one coming from the right the right of way, which is the boat. Unless there's a local excemption on that country's rules.

That is where the planes take off from. It’s well known. My guess is that the boater was trying to get to one of the docks or the floating gas station and wasn’t following the proper path.

Oddly enough the boat was hit in the port side so technically they had ROW. Plane is required to keep clear of all vessels. Boat is required to keep clear of airplane operating zone.

It makes more sense when it’s something violent like an explosion that is near them, since fight/flight could kick in causing them to move in such a way that the camera moves with them. In this case it really doesn’t make sense. They are very far away, so no immediate danger to justify a hard flinch or jolt.

In normal water, yes, but this port is specifically designated for seaplane operation.
