Its not even close, buts it's the nicest create pack right now.
We're playing that pack and added all the add-ons ourselves. Works like a charm out of the box basically. (JEI is loosing recipes but deleting the configuration fixes it)
It doesn't have most, but it has most of the current main ones in 1.19.2: mainly enchantment industry, Slice n dice/central kitchen and steam and rails are the important ones.
It does miss create bitterballen though
I personally don't really like steam punk lps. Like it has cold sweat (personally I think it's bad addition for a create pack) and it aslo has thin air which just stops you from making cave bases, like it's not even hard to deal with. Also, it has sooo much bloat, like why is iron's in the pack.
I mean it’s kinda neat, I think, to have adventuring and non technical stuff. My only con with it is that progression isn’t exactly linear. And the quest page for create is a bit of a mess
Do a search for mods for which Create is a required decency, and you will see a few pages of addons.
Some of them are good and add interesting machines, others just add a few minor boring recipes.
I recommend making your own modpack, and only add mods which add actual content, and add your own recipes with a custom datapack (written by yourself) or KubeJS.

Search for Create
Click the Create mod
Click Relations (to the right of Description, Comments, Files, and Images)
Click Dependents (this brings you to legacy.curseforge.com)
Change the Depency Type on the right side of the page from All Types to Required Dependency.
There's 15 pages of stuff, mostly Create Addons and compatibility mods, although I do see a modpack on the first page.
Oh my Notch how did I never noticed that "Dependents" button nor even tried to see what it was? Now I can search for even more addons to add to my modpack of 400+ mods (I'll probably commit despawn if I reach 500), thanks! I'd give you an award if Reddit didn't removed the free awards
By the way, do you also happen to know a "mod" that adds achievements for Create that helps you through everything? I have the one from the Mr Beardstone modpack but I didn't remember it like that (both by how it's displayed and by what achievements it has)
I have a modpack called Create Autismo on Cursforge thats pretty much what you're asking for. Pretty much just create and a ton of create addons. I don't think anything has all the expansions, but it would 100% be on forge and it would require a lot of fine tuning since sometimes I find the create expansions just don't vibe with you and refuse to work unless you use a slightly different build of the mod.
Do not use all create expansions at once. I use quite a bit of them and run into crazy incompatibility issues regarding the items not loading properly in JEI, creative menu, and recipe book. If someone knows whether the issue is unrelated please lmk ❤

Create a new profile > select version > forge, fabric whatever one you choose > name it > create > add new content > search up "create" > install every single create mod you want

A good one I’m actively playing is Steampunk [LPS]. Edit: I’m not confident that it has *every* expansion, but there’s a decent selection available

I know create: new age doesn’t really add anything *super* amazing, but sustainable blue burners without blaze cake automation is pretty neat
