If you’ve made the final non-refundable payment it’s unlikely you’ll get support. If it’s early in the reservation timeline it’s far more likely to move things around.
Depends on where you are in relation to the cancellation policies. If before final payment, you can typically cancel and rebook, without penalty (depends on if your deposit was refundable or fixed).
Sometimes they will give you the new rate (but that is becoming less common) and you end up paying less for final payment.
After final payment date, you are subjected to current penalties.

No. End of July means you're already past final payment. NCL does not allow you to move to a cheaper room after final payment. It has to be at least $1 more for you to move to it after final payment. I've heard some mention NCL might offer you a future cruise credit for a fraction of the difference if your room category is less than you paid, but I was never offered that option in the last year or so.
Got future cruise credit after final payment when my cabin price, with the same amenities, dropped. Should have waited a few more days because it dropped further.
