Dan mentioned that the basement couldn’t be used as it was needed for a fake video rental store, he just never explained why there needed to be a fake video rental store.

Not...really? This was done to preserve continuity while aiding Scott ergonomically. When he first started, he lived with his parents, so he would actually film with the games on the carpet of his actual floor, since he simply didn't have a more elaborate way.
It became such a part of his visual brand and identity that even after he moved into his own place, he wanted to keep doing it, but actually physically filming on the floor was causing him pain, so he created this to preserve the same aesthetic while making his job easier.
James wanted to preserve the same visual set design for the Nerd, but didn't have the space he needed, so he essentially made a slightly-smaller-scale replica of the set in his garage, and the small size led to him improvising unusual methods of arranging his equipment.
In Scott's case it was to keep the same visual motif but make it healthier for him, in James' case it was because he wanted to keep the same visual motif but didn't have enough space.
Plus Scott's device is far better built.
