I would probably let them throw it out to 20ft but with disadvantage on the roll. It's not about how strong they are, it's about if the weapon was designed to be used that way

The Dwarven Thrower is a magic item in the DMG that is a Warhammer you can throw. Can look to that as inspiration. I personally gave a nerfed version to one of my own PCs since he wanted to be like Thor and it's working out very well. Giving it the ranged ability doesn't change that much in my opinion and if they do throw their weapon and it doesn't have the returning property, they lose that weapon for future attacks if they can't go pick it up.

Sure. But the second the fighter gets a multiattack then they can throw it more times than they can summon it, which is unfortunate. You can always homebrew an item whos entire shtick is to return and that’s it. No special bonuses. That would be an uncommon rarity in my eyes.

Technically, he can throw it as an improvised weapon, with no proficiency doing 1d4. I'm sure that's not going to satisfy him, but it gives him something to do while he builds up to throwing it at full potential. If he's really determined to do this, I'd set two requirements to meet, one to throw it with proficiency and one to increase the damage die. Tavern Brawler is an existing (albeit not fantastic) option for proficiency, or you could just have him do some downtime training for a couple sessions. Knowing how to properly hold and swing a hammer in melee is not the same as knowing how to properly throw one. For damage, I think it would be best to make him use a specifically throwable hammer, be it magical or artisan craftsmanship from special materials. I say this for two reasons. First, it keeps them from lugging around a quiver of hammers and turning into those enemies from the Mario games. Second, I don't really think it would take 20 str to throw a hammer effectively. Yes, they are very heavy, no, I couldn't throw one like a baseball. If someone underhand lobbed a big chunk metal into my face though, I would still be very unhappy.

Yeah, but he's rolling up a level 7 so that might be out of his reach for now. He will be rolling an eldritch knight so the returning isn't a thing. Thanks for the input! It's a good idea!

I’d say he can buy a specialty balanced warhammer that can be thrown with 20 strength. I wouldn’t make it ubiquitous; 1d8 one-handed ranged weapons, carte blanche… that’s going to be annoying to the actual ranged PCs.

Warhammers aren't really throwing weapons. But... He can learn how to throw it, over time, with practice, that he needs to spend on each warhammer that he wants to throw. Say an hour a day for a couple weeks to get proficient.

The easiest fix would be changing the damage type on handaxes from Slashing to Bludgeoning.
