Yeah, besides the one line in the shop and the one line in the kill end of the normal route spamton neo fight, we can only assume that he's the chapter 3 person because jevil mentions a queen. Mike could potentially be a pun on microphone, but other than that we don't really have a good idea on the appearance besides the smile on the TV hinting towards that.

I see people say that IMAGE\_FRIEND is Mike all the time, usually under the argument that Spamton being there is impossible. But at the same time, why the fuck *would* Mike - a TV-based Darkner in most people's interpretations - be in the Cyber World, let alone the basement, let alone the basement? Leaving aside the fact that we don't know if a Dark World exists or not before its Fountain (it's ambiguous, hence me ignoring the 'Kris' Fountain made after Cyber World's closed' aspect), we still know that in order to move things between Dark Worlds the Darkners have to be actively moved in and out. The only exception is Ralsei - who is already special and weird, and would make no sense for the Chapter 3 boss to just randomly share the trait of.
If it's Mike, then how does he get in? Does the Knight just break into Kris' house, steal their TV, and just dip it in and out of the computer lab door just to be a dick? I think you're confusing fan interpretations with what's actually in game.
Ignore all the theories about Mike being the TV in Kris's house. Ignore all the people jumping to conclusions about chapter 3. Focus on what's actually confirmed:
Spamton knows Mike. So either Mike is from Cyber World or he has some way of getting there from wherever else he might be.
The second possibility isn't too out-there: King, Seam, and Jevil know Queen (Seam says that she's “returned” so she's visited them in the past), and Tasque Manager and Spamton know Jevil. So apparently it's possible for at least certain Darkners to travel between worlds. (This could also explain whatever Ralsei does...)
*If* you think Mike isn't from Cyber World, then that doesn't stop him from being there.
For the record, I should say that I don't think Mike's actually a Chapter 3 character nor that he will have any relevance. But yes, you are right on the part about Jevil and Queen, so thinking on it, it's not too absurd, but I still find it unlikely for Doylist reasons.

In the files, there are barricades with a Spamton-like face on them (the same face seen in the basement), which most likely would have been used for this fight. My theory is that the developers decided to repurpose the face in another part of the game.
