u/Valve should fix this abuse method ASAP. 10k boosters are intentionally using smurf (herald, hero, legend) accounts to lower the difficulty level and grind mmrs. Boosters and abusers like this one should be banned, as they are destroying games for community. If this is a real streamer with huge audience, then he should be banned from u/Dota2 and u/Twitch as well, as he is popularizes smurfing and cheating
