Because as much as this game is currently a cesspool of powercreep and bad gameplay mechanics, it still faithfully creates the 3D models based on the 2D sprites of the demons from the games. And in those games, Shiva and Indrajit used to be just palette swaps, so this tracks.

Did you not know? A bunch of SMT demons are recolours of others. Tam Lin/cu chulainn, masakado(SMT1)/momonufu, etc.
Speaking of recolors and reused design, Shinshou race when? They are literally the biggest dex filler in the franchise.
Don't look at Tam Lin and Cu Chulainn.
A lot of other demons have recolors models I think Garuda also has/is a recolor of other demon
