If your listings were all taken down last year for refusing to add your banking info/NIN for managed payments (they gave quite a few warnings to everyone) then you may have had to start over fresh and new when you finally signed up? That's the only thing I can think of. No one here can know exactly what happened with your account with such limited information. Why not call/request a callback and see what eBay can tell you? They can actually look at your account info and explain it to you.

as described, requesting Limit Increase with the eBay button but getting "Unfortunately, you're not currently eligible for a selling limit increase.". Unless you mean other way to contact eBay. I will try to request call back...
As u/SouthernGuyReborn says, it sounds like your account got wiped out for failing to include the necessary info for eBay to manage your payments. Once that happened, you're basically starting over from new.

Not much to do in that case but build up again: Post to your new monthly limit, sell some, post some more to stay right at your limit, request a limit increase every 30 days...
It's quite weird, contact eBay, I don't even have a subscription on eBay, yet I get enough sales, for them to somehow give me a $40k/month limit... lol.
It’s like a “store subscription,” like $10/month to like $4000/month depending how many sales you get and it’ll increase the amount you can sell greatly
