older units do get leader skills but it's only 100% while premiums have 500%. sorry but if you don't pull for Dio or NV premium Rain(FFBE units) you will suffer in content like CoW or DV. and some of the future trials seem to be balanced around 500% leader skills.

I don't think gumi will go with leader skill for CoW unit soon. Leader skill is the only thing that will make people pull for all the JP skip premium units.

Just remember Diosis and Rain are premium units, so more lapis is going to be required for them.
the main problem is that almost all of the 500% leader skills are premium. the exceptions are pretty low.
