Super Jump (which includes super jump cancels), very link-heavy/based combos by nature and design due to seismic feint cancels, tiger knee burn kick crossups/shenanigans, seismic earthquake shenanigans with SJC/feint cancels, demanding execution, etc.
In the era of SF5/6 where gameplay and archetypes are more streamlined and homogenized and where execution and motion inputs are simplified, Viper’s kit is way too technical and, to be quite honest, too unique to fit in. Just imagine having to deal with DR cr.mp cancels into seismic or seismic feint cancels/burn kick shenanigans in addition to the already established strike/throw game we have now. And let’s not forget her super jump game where she can SJ anywhere and cancel air normals into burn kick which can and does crossup. She would be a MASSIVE headache to deal with in SF6 mechanics.
It’s in the same way that I too believe El Fuerte doesn’t fit the mold of Capcom’s formula for current SF. These two characters are way too out-of-the-box to come back. Very unique and awesome designs, but they can easily make or break a game if they are not fine tuned properly. They would have to be stripped down and simplified or have heavy restrictions on their moves to tone down their overwhelming kit and neither choice sounds optimal or fun.
I think it’s nuts to say that the current team couldn’t rework or redesign either character to fit their theme and still make them fun. No character is really out of the question
With an identity like Viper or Fuerte, it will be hard to keep that in tact while making them fun, viable, and balanced. You restrict too many moves or change up too many things and you begin to alienate the old fans of said character. It’s already happened with Karin and Rose. Literally had a thread the other day about Rose where the general consensus was that, gameplay-wise, SF5 Rose is her worst iteration. As a Alpha 3 Karin main, I despise what they did to her moveset in 5 and I know other legacy fans who felt the same.
This might sound rough but this can often be intentional. You swap out some legacy fans for new fans that might be interested in the character. It sucks when you're a fan of the old design but there's also a lot of "new versions" that end up being enjoyed more overall.
All the super jump stuff is the same kinda BS that Rashid has. I'd much rather trade his BS for Viper's. We could also use a character with some actual cross-up threat, they feel too weak in this game. Half of her SF4 kit would also be very prone to DI so it could be balanced out.
People always talk about how "this characters gameplay doesn't fit new game" always forgeting that a characters gameplay can change significantly from game to game. Like a shitton of people claimed Johnny or Jack-O can't be added to strive because gameplay reasons. Yet here they are, different that their previous version but present all the way.
It's not like SF6 or SF5 Juri plays like SF4 Juri.
Juri has become so incredibly popular since that a lot of hipsters are going to automatically say Viper, especially since she got snubbed in SF5.
Anyway, I prefer Juri, but I like Viper too. The two of them were by far the best newcomers in SF4. I hope Viper comes back in SF6. It's about time for her to make a glorious return.
In case you're wondering, I don't really consider Poison and Decapre as "newcomers" in the same way as these two since they were pre-existing characters and Poison was taken straight from SFxTK.

Decapre. I'm obsessed with her, why? I don't know. But her play style was not appreciated (reminded me of UMvC3 Jill Valentine) her character was never fleshed out so she has no personality just like the other dolls
Juri is the best newcomer the series has had since 2 imo. She fits perfectly into the whole “World Warrior” vibe and there’s a reason she’s the only non-SF2 returnee in base SF6.
Viper's cool and all but I find her design to be pretty uninspired. Juri's sfiv design goes hard as fuck and I love mentally unstable women (guys no I don't like feet please, no listen stop laughing I don't have a foot thing I just think her spider motif is cool plea-).
I like Juri more than Viper because I like her crazy personality and her animations make her a delight to watch. That being said, I also really like Viper and I hope she gets into SF6 at some point.
C. Viper. She deserved better. Juri is a good character herself, but she’s too childish and juvenile for me to choose her over the cool, calm, and collected C. Viper. I get James Bond vibes from her. Too bad they completely ignored her after putting her in MVC3

Viper isn't really a Vanessa copycat as much as she's just another character in Capcom and SNK's long rivalry and how they always make "counterpart" characters ever since SNK made Ryu and Ken copycats.
Hell, even SNK themselves made a Juri copycat with Luong later on.
Luong and Juri almost have nothing in common except being Koreans. C. Viper and Vanessa on the other hand:
- both are spies/ agents
- both have red hair
- both wear black & white suits in battle
- both being moms of little children
Design wise, viper definitely had me, I don't remember her playstyle as I'm not a big fan of street fighter, only really playing (sorta) consistently as of street fighter 6. But hot women dressing in suits, bringing that sexy feminine twist to masculine attire, it's great

Poison was from Final Fight as a bunch of the mobs you fought along with Hugo. Guy, Cody and Haggard were the playable characters to fight those mobs.
