I really feel bad finding out that he went insane after his adopted father basically got killed, and he tried to avenge him. No surprise he ended up going crazy.

Ash ain’t even the meanest in his own saga. Dude has an ego, but everything he did was to stop his evil ancestors who also may have had a hand and murdering his adoptive sister’s parents. Meanwhile, the organization he was pretending to join was filled of people backstabbing each other
And it SHOWS THROUGH in his gameplay. If you're the type who likes to get under other's skin, the low tier character that steals resources, has long ass combos, has an in your face playstyle that still somehow manages to drag the rounds out, all the while he hurls obscenities and literally stomps all over you, you're in luck. Yuuki T-bag has an amazing deal: unending entertainment for the measly price of your fucking soul.
Balrog. In the simplest way, he is a selfish brute who only cares about getting his prize money, even telling Matoko to "sell her family's gym" if that's what it takes. No sense of grandiose or larger than life aspirations. He's just a massive jerk.

He made Shao kahn a cancer kid, he made Quan chi a poverty miner boy, he made Shang tsung homeless, and he turned Baraka’s species into an infectious disease

Shao Kahn was born into a wealthy, powerful family, and he recovered from his sickness, so it's not a terrible life. Shang Tsung could have just been a merchant or something and had a decent life, but instead, he chose to be a snake oil salesman. I am not sure about Quan Chi. He didn't intend or know about Baraka's disease, so it was totally unintentional. They all deserved far worse fates for the many terrible things they had done. He could have made their lives living hell, but he instead let them be irrelevant, pretty benevolent, all things considered.
Maybe Kusaregedo from Samurai Shodown. A failure of a father turned into a hideous and eternally hungry giant demon. He claws, barfs, throws shit, detaches limbs, ass slams, and literally eats the other player.
Happy Chaos is a dick in the most accurate sense. He's not like most chaotic characters that cause chaos for some motive, be it themselves or a greater goal. HC is a jerk because he thinks it'll be the funniest shit he's ever seen. I don't even think he expects to win half the time.
Romeo Bedman Neuman killed a woman’s dog to teach her about impermanence or something
He recreated a clone right after but lets be real its not the same dog, no continuity
Romeo is a good person, just misguided and immature. He's an edgy teen that acts the same way most edgy teens would act with godlike powers, but ultimately he wants to protect his sister and was under the false impression he could bring back everyone he killed once he succeeded. He remembers the name of everyone he hurt for that reason and showed distress whenever his hand was forced.
Quan Chi took the souls of fallen heroes and turned them into revenants. They had no self-will and would only his bidding for many years.
Initially, back in MK11, Liu Kang defeated Kronika, then later Shang Tsung in the aftermath to reset the timeline, so revenants don't exist anymore.

Yuuki Terumi from BlazBlue. He forced Jin to almost kill Ragna when they both were kids, just so that Ragna would hate him.
Yuuki Terumi literally sustained his existence off of others' hatred and clearly enjoyed being as vile as possible.
