It's a face-lift. Guys used to do it with the fox body mustangs too. I've seen a few 86 and prior fox body's with the front end from the 87-93 fox body. Some people like the ass end of the older ones but love the headlight assembly and grill of the newer ones so what I get from this Pic is pretty much the same. He probably just wanted the fresh front end. I could be wrong though, he may have just wanted his mustang to look newer all together without buying a whole new car.
