And the first godzilla to have a charge up from back to front of spikes then light up eyes was the Tristar godzilla in the cartoon series.
That's why I mentioned the millenium series and Tristar onesm 2000 and GxM both had a slower wind up, in orange. As did GMK but in blue. GxMG and Toyko SOS had spines flashing up individually (but randomly) with a sound effect before firing. But the Tristar specifically starts from back to front, though faster. And then his eyes light up when he fires his heat ray. (in green).
Inspiration is when something is done gracefully in order to reference a previous work. Copy is when something is done without sensibility due clear lack of imagination. That is the difference.
Naturally, 1954 and GMK are also thematically relevant. Id argue Shin too, with MinusOne's focus on the government body's failing of the people. Potentially VsGhidorah, with the Godzillasaurus-esque form he took prior too.

I think he's talking about the wind up for it, the way it starts from the tail to back. In most iterations, it seems to all just light up.
