You see, the NPCs often use the AI engine to collaborate and share their collective intelligence. Once in a while, like 25% of the time, you leave your webcam cover open and the NPC AI catches a glimpse of of you getting up from your chair in your drawers and it falls in “loco-love” with you. So the AI renders itself in a form it thinks you’re most unlikely to notice it stalking you as it collects all the data points about you as it can before it assumes the final boss form and presents itself to you as the true light.

The original Undead Nightmare is still one of my favorite DLCs of all time, and I'm personally really disappointed that Rockstar decided not to bother doing a sequel to it even though everyone would love a Undead Nightmare 2

It means that instead of explicitly creating a model of a person, or a level, or a car, or whatever it is that is being generated, you give a range of parameters (a person can be between x and y height, a level can have between x and y buildings), and then that thing gets semi randomly created.
It's a way of adding more variety to games without spending the time detailing all that variety. There's pros and cons to it, but for something like NPCs it's pretty good
In the trailer the muscular guy jogging on the beach has the same face model, sunglasses, and hat as the overweight dude with a beard in the background of the mud pits later in the trailer. So I think your statement is accurate.
You gotta also take into account the difference between the density of population per designated space in RDR2 and GTA VI hypothetically. I haven't seen much of RDR2 but I'm expecting GTA VI to not only have more civilian density but to have more variety in groups. Just like you won't find Vinewood NPCs on Sandy Shores and vice-versa.

5k peds atleast, the tech and engine they have now can support and they probably have a ped generator that changes the clothes, accessories, skin tone, voice, body shape, height etc and can basically endlessly create peds to fill the streets, while still making them unique and able to interact with

Okay so let’s put this into perspective: RDR2 had 300,000 animations and 500,000 lines of dialogue. Since that was the last big Rockstar game, I’m gonna say GTA VI is bound to have more than that. I’ll guess 500-600,000 animations and maybe 600-700,000 lines of dialogue if not more. You gotta think, GTA VI is probably gonna have a crazy amount of random pedestrians you’ll be able to interact with set aside the main story. So to answer the question about how many NPC’s I think will be in the game, I’ll say somewhere between 4,000-5,000 different NPC’s. You also have to factor in the different parts of the map that we haven’t even fully seen yet. We saw only a glimpse of what Rockstar has worked on, I can’t imagine what the final build is going to be like. But yeah regardless of what we all say or think, these NPC’s seem like they’re gonna blow us away. The fact that each person seems different, has different builds, different skin tones, different tattoos, just about everything concerning the NPC’s from the trailer makes it seem like we’re gonna be interacting with almost real-life like people. I can’t wait until I wreak havoc and see how the in game response will be….. imagine how real stuff is gonna be if you decide to go into a night club with a firearm or in game malls or whatever, that stuff might be controversial af but Rockstar is use to that, at this point.
The one thing I can always count on from Rockstar is, they are always hard at work when it comes to their games. They put in insurmountable hours into each project and each project gets better than the last. We’re all EXPECTING this game to carry us for the next 10+ years when it releases, so in order for that to happen? They’ll have to really make Leonida a place we can gravitate towards and have tons of fun playing in. RDR2 still has new things being found out to this day so I imagine GTA is going to be along those same lines, if not greater

In some cases entire buildings ended up looking worse. Though truth be told some other areas did look better in the final release, however watching GTA 5's trailer, everything felt more vibrant, dynamic, and everything in the PC version, which was the best one, looks so much more static, lifeless and low-density. GTA 6 trailer is a good show and I'm sure the game will look great, but it won't be like the trailer. Animations will be simpler, crowd density will be lower, the scene on the beach, having AI that interact and sync so well with each other won't be a thing even in GTA 7
