Note sure if applies to you, but on my s23 ultra if I whip the phone out and start recording quickly it was doing something similar, but the stutter was worse. If I let it wake up for 10 secs or so it seemed fine.
Have you tried resetting the camera to default settings. I would start there and see if it makes a difference. There are plenty of youtube vids on how to do it.
My s21 does this too, and so did my old s8, it's not nearly as bad if you disable video stabilization. I wonder why they have never fixed such a bad issue
Some stabilizers use something that, at least in premiere, is called subspace warp. Instead of cropping, rotating, panning the frame, it actually alters the image itself, in order to preserve the original framing as much as possible. It doesn't really like fast moving objects moving horizontally.
I had same issue with different Samsung models. I'm done with them. Next I think I'll try Google Pixel or iPhone and hope to avoid such issues. For this kind of issue you miss the shot
This could be the autofocus or the auto white balance trying to make adjustments during the recording. Alongside cleaning the camera cache, I'd recommend that you try again locking the focus and exposure.
Tap on the subject on the screen and lock the settings that appeal to you, then start recording and see if it continues. Using the Pro Video recording is also an option.

With the little information given I can only makes these two guesses: Either your unknown phone is missing the processing power to encode the video in real time or the memory card you're saving the file is too slow. Change memory to internal and disable any background applications
Nice jump. When you will show this video to kid after 20y he will think you had potato phone, because of lag.

clear cache and data of camera app. maybe clear it again in safe mode and try cache partition too because why not

And I'm angry at my S10 that it sometimes takes up to 2 seconds to load camera.
I opened the camera using the double click of the power button but then it was atleast 30 seconds if not more before recording.

Overheating? Also, there was a known similar bug in Note 9 but a bit less noticeable (about 1 frame skipped per second).

I was talking about the shutter lag not about the literal content of the video. That lag was out of this world.

The S21 doesn't have a memory card slot.
