And yes, Xianyun on 4pc Viridescent Venerer with a weapon like Skyward Atlas or Crane's Echoing Call. Anyone cunning enough may be using Thrilling Tales instead.
And then finally, that enemy is Lv. 96, which tells me it's a bounty mission. It probably receives increased Plunging Attack DMG as a part of his weakness condition.

Plus this specific bounty is weak to pyro and plunging attacks iirc. That's why people can do upwards to 2 million damage on it
