GFN is PC gaming. Sure, there are elements layered on top of that, but saying "throttling the CPU is going to make this PC game run worse" can apply both to a computer in front of you and one remote from you.
I think the point was that it's not like gfn specifically promised "you WILL 100% get rock solid 30 fps at 1080p for Arma". Obviously, ideally that *should* be the case, but what's the point of OP's post? No one here can do anything about it, and the only real alternative OP has is to just get a real gaming PC.
If I go through your posts am I going to find any that I can point to and ask "what's the point, it's not like anyone here can fix it"?

I might have misspoken a bit, I'll rephrase - if you reread his downvoted comment, it's coming across as really entitled. I'm not defending GFN here, I'm just saying that ARMA is hard to run in general for home setups too. Being able to play over streaming at all is a luxury most people don't have. And OP can likely just turn down the resolution a bit to get it running smoothly.
Compared to buying a real PC, GFN is way, way cheaper. That's probably where the "not a PC, but a gaming service" comment comes in. OP's way of complaining seems rather childish.
It is Arma. The CPU killer Machine. You'll get around 30 FPS even on local machines with similar specs.
Edit: Are those ultra settings? And what render distance is set? Aaaaand Tanoa. Nonetheless we do need better CPUs, as they bottleneck in a lot of games.
It's known to be a very badly optimised, CPU hungry game. Considering that GFN's biggest weak point is their underpowered, old CPUs it probably won't be a smooth 60 fps experience. If I were you, I'd play something else instead.
You still have to be happy since at least you are playing it in streaming. If you want better CPU performance (since the game requires a lot) streaming services are not for you (you have to go to gaming pc, to play at 60fps)
LOL except xbox cloud gaming gives you better CPU's than NVidia. like, I can't believe those words can even go together like that in a sentence. It's embarrassing.
Xcloud are powered by Xbox series x hardware ( but we play in Xbox series S version of these games ) and the games are console version. Obviously it's better. Google Stadia has his exclusive version. Nvidia have Pc version of the game so, compare to Pc hardware, the best choose I'd to play on a gaming pc these particular Cpu intensive game ( like Planet coaster, zoo etc .... )
Pay close attention to what Rig you're using, when I play Arma I either get 1080d which is useless for a game like this or the 2080d which I always choose, I play Arma at mixed very high settings with north of 70fps, also Arma runs like shit regardless, so careful with your settings. I think I might do a Arma video after my Battlefield 1 Vid. I like to show how games run on GeForce Now via my YouTube channel "Epyc Kips" check it out if you need a decent run down on how games perform along with a detail bio on the experience.
Do what this other guys said. use ctrl+alt+f6 to check the gpu they've gave you and make sure you get a 2080 its annoying because you might have to restart your session multiple times before you get one.

Given that there are many individual objects on the screen a scenario like this might run into GFN\`s biggest downside - its lack of CPU power.

Probably 2060 rigs. Those are having issues even on games like league of legends
