"No point in mentioning it" is such a weird take. It's an information, nothing to lose to share it. The players can decide themselves whether it's worth the trouble or not.
For every substat, there are exactly 4 values each roll can be. For example, crit rate can be 2.72 / 3.11 / 3.50 / 3.89 and crit dmg can be 5.44 / 6.22 / 6.99 / 7.77, so not quite 2x but close enough. This is different for each stat so if you know the values, it's pretty easy to figure out what what the rolls and starting lines were at a glance for any artifact (this is also how optimizers can calculate the equivalent rolls for each artifact piece by looking at only the final result).

This is the absolute maximum amount of CV you can have on a piece period, it cannot get any better than this.

Ok, so given a 4 stat piece with two mac cv starts (alreasy low chance), the odds of each roll rolling a max crit roll is 1/8.
So obviously, odds of it rollingout perfectly are 1/4096. It qould be a lot more common if those 4 artifact, double crit, prefect starting roll artifact rolls weren't pretty thin on the ground, since a given acc9u t is going to have a hard time rolling 100 perfect starting artifacts, much pess 4k of them.

assuming each substat roll has equal weight, then you are correct that each roll has a 1/8 chance of being a max roll for either crit rate or crit damage.
there are 5 substat rolls (+4,8,12,16,20) so it's actually (1/8)^5 or 1/32768 *if* you start with an artifact with 4 subs with 2 of them being crit stats.
if you also assume its equal chance between getting a 3 or 4 substat drop (1/2--heavily doubt). there's some math involved for then calculating the chance for a double crit artifact drop but for simplicity i'll round it to 1/11. so an estimated 1/22 to even get a double crit 4 sub artifact.
so, in total, an artifact drop has a 1/720896 chance of having perfect crit value, *assuming that artifacts have a 50% chance of being a 4 sub drop*.
Pretty much, i havent heard of any other max CV piece. Some people did the math on them and its astronomically low chance to get to the point where it was possible that nobody ever gets it. But here we are.

And I do not mean it figuratively, I mean actual lower that one in a million odds.
Note: you do not need that ungodly amount of power on your artifacts, this is pure flex value.

its some kind of misconception all new players make that crit isnt universally good. It is good on basically every single character in the game with some very small exceptions. basically 99% of characters newbies dub as "supports" like Xingqiu, Xiangling, Fischl, are all damage dealers who scale **extremely** good from crit. They just happen to do it off-field, nothing else changes.
Also as for this artifact in particular, theres probably less than 500 artifacts with crit value rolled as high as this (artifact substats can roll high or low on each upgrade). Thats 500 artifacts out of BILLIONS btw

CV isn't a continuous spectrum of values. Each substat roll has around 5 possible values. It's not possible to have a CV within 0.1 of the max. The next lower possible CV is like 0.7 below the max. This one is actually max and if the numbers don't exactly add up it's due to rounding displayed values.
