Yelan is >! not supposed to rerun in 4.5, and rerun info is generally not known farther than one patch out. Since she ran in 4.0, I doubt she'll be back until 4.7 or later. !<
I think if you like them both, wish for Xianyun now and you'll have enough time to get the wishes required to get Yelan when she comes back.
After reading what you have I'd say Yelan is a better pull value for you. You already have C1 Hu Tao and Homa. It is a waste to get Xianyun only for this team. DPS is gonna be on par with your C1 Hu Tao. I also found it kinda hard to stay below 50% Hp on Hu Tao with Xianyun's healing, which makes homa lose value as well.
if you're using a healer on a HT team, you are also using Furina, and ignoring the below 50% buff and Homa passive.
She does more damage above 50% with Furina than below 50% without Furina.
If you're not using Furina, I would recommend a shielder instead.

I have both. I'd say Yelan. Unless you're a Xiao main. If you only get XY for healing, there are other healers.
